Firms Put on Standby for £5bn Flood Defence Shake-up
The Environment Agency (EA) is seeking feedback on a draft tender for the Collaborative Delivery Framework 2 (CDF2), a new £5bn flood defence setup.
A one-year delay in procurement has led to contractors being put on standby for a final round of market engagement.
- The existing £3bn framework included contractors such as BAM Nuttall, Kier, and Jackson Civil Engineering, alongside designers Arup and Atkins.
- CDF2 will run for eight years, from 2027 to 2035, covering flood and coastal management works, including asset maintenance and construction.
The Agency wants bidders capable of blending environmental innovation with civil engineering delivery, combining nature-based schemes with traditional flood defences.
Formal tenders are expected to be issued in March 2026, with draft documents available for review via the secure Quatrix portal.
