According to the city, nearly 2,300 brush service requests were pending as of the end of September, with most submitted between one and three weeks ago.

Councilman Dennis Clark acknowledged the complaints from his district, attributing the issue to management problems.

Chattanooga public works spokesperson Errol Williams cited high demand, staffing shortages, and issues with a 311 software upgrade as reasons for the delays.

Williams argued that the numbers might be misleading.
