The HCLG Committee has called on the government to establish a statutory dispute resolution scheme to settle negotiations over land value that have reached a deadlock.

As part of its inquiry into land value capture policies, the committee found that there is scope to reform the system of developer contributions, which currently fails to deliver the full potential funding.

The committee warned against a radical departure from the existing measures of Section 106 and the Community Infrastructure Levy (CIL).

The parliamentary inquiry, which launched in January, has heard evidence from housing minister Matthew Pennycook and the National Housing Federation, among others.
