Republican leaders argue that Proposition 50 is unfair, citing the example of Yorba Linda, a city in Orange County that would be split into two congressional districts, both with a Democratic majority.
The city, with a population of nearly 70,000, has been represented by a Republican in Congress for at least 50 years. The proposed boundaries were drawn by Democrats in response to redistricting in Texas, where political lines were redrawn to create more Republican districts at the behest of President Donald Trump.
“These are unusual times and unprecedented circumstances that require Proposition 50 that levels the playing field,” said Rusty Hicks, chair of the California Democratic Party.
